The High speed needle valve is normally mounted on the back of the engine with the fuel line from the tank entering from the top. I want to mount it on the firewall with the fuel line coming in from the bottom. Can this be done without a problem

no reason why not, just keep the fuel line from the needle to the carb as short as possible. The longer line can be harder to tune
